Vermont School District Redistricting Task Force (October 2025)

The Vermont School District Redistricting Task Force invites Vermonters to participate in a series of public hearings this month.
These sessions are designed to gather input from communities across the state about potential school district boundary changes under Act 73.

Hearing Dates & Locations:

Each session may be attended in person or virtually via Microsoft Teams.

Act 73 (H.454) – Vermont’s Education Reform Act

On July 1, 2025, Governor Phil Scott signed Act 73 (H.454), legislation that will significantly change Vermont’s education funding system and governance structure.

Because these changes will affect every district, including Windham Northeast Supervisory Union (WNESU), we are sharing resources and updates here to help our community stay informed.

Concerns Raised During the Legislative Process

School leaders and advocacy groups raised the following concerns about Act 73:

  • The timeline may be too fast, creating risk for errors and added costs.
  • The funding model lacks detail and transparency.
  • Redistricting could reduce local decision-making.
  • The law does not clearly explain how special education funding will change.

Act 73 Impacts on Vermont Schools

While Act 73 includes some off-ramps that may alter or delay certain elements, the following are scheduled to occur if the legislation’s planned timeline moves forward:

  • A statewide foundation formula will be implemented for FY29
  • Redistricting will take effect on July 1, 2028
  • Vermont schools will have standardized class size minimums
  • Restrictions will be placed on public dollars leaving the state or country, including to private schools

School District Redistricting Task Force

The School District Redistricting Task Force meets twice per month from August through November at the Waterbury State Office Complex. You can learn more about the School District Redistricting Task Force on the Agency of Administration’s website.

Local Participation and Submissions

Windham Northeast Supervisory Union (WNESU)

At its meeting on June 18, 2025, the WNESU Board voted to remain part of a supervisory union model while exploring collaboration with contiguous districts under Act 73.

The board’s completed survey responses were approved and submitted to the Vermont School Boards Association and the Agency of Administration on October 3, 2025.

Westminster Town School District

At its regularly scheduled meeting on October 3, 2025, the Westminster Town School District Board approved its official responses to the Act 73 Redistricting Task Force Survey. These responses reflect the board’s discussions regarding redistricting, supervisory union structure, and local governance.
