Windham Northeast Supervisory Union (WNESU) is the administrative, planning, and educational service unit for two School Districts and one Union School District. School districts included within WNESU are Rockingham School District, Bellows Falls Union High School District, and Windham Northeast Union Elementary School District.

Both of our School Districts and our Union School District has a Governing Board comprised of publicly elected officials who serve a minimum term. Our Supervisory Union Board is comprised of members from each School District and Union School District Boards.

Rockingham School District includes a portion of the Town of Rockingham, the Village of Bellows Falls and Saxtons River.

Windham Northeast Union Elementary School District (WNUESD) includes the Towns of Westminster, Athens, and Grafton. These three towns were once part of separate School Districts but were merged as an effect of Vermont's Act 46 which sought to unify existing governance structures.

Bellows Falls Union High School District is a union of all our school districts and their respective towns, which include Rockingham School District and Windham Northeast Union Elementary School District.

Westminster School Board was reinstated provisionally by the Vermont State Board of Education in 2021, and is scheduled to resume full authority on July 1, 2022. Until then, the WNUESD continues its overall authority. The newly-elected school board will meet jointly with the WNUESD board during this period of transition.
