Special School Board Meeting
March 3, 2010
Present: Joseph Brissette, Timothy Doherty, Michael Empey, Richard Kane, James McAuliffe

MINUTES
Superintendent Harpster called the meeting to order at 7:00 PM.
Pledge of Allegiance: Tim Doherty led the Pledge of Allegiance.
3. Reorganization of the Board:
Election of Chairperson: Jim McAuliffe nominated Mike Empey as Chairperson of the Board. Joe Brissette seconded and the Chair cast one ballot for Mike Empey.
Election of Vice Chairperson: Tim Doherty nominated Jim McAuliffe as Vice Chair; Joe Brissette seconded and the motion carried.
Election of Clerk: Tim Doherty nominated Joe Brissette as Clerk; Jim McAuliffe seconded and the motion carried.
Election of Voting Members to the WNESU Board: Tim Doherty nominated Jim McAuliffe, Joe Brissette nominated Tim Doherty, Jim McAuliffe nominated Joe Brissette. Rick Kane seconded the three motions and they all carried.
Appoint Truant Officer (Bellows Falls Police Department): Jim McAuliffe moved that the Bellows Falls Police Department be appointed Truant Officer. Tim Doherty seconded and the motion carried. The Truancy Policy will be reviewed at a future meeting.
Set Time, Date and Location of Regular Monthly Meetings: Tim Doherty moved that the regular monthly meetings be held on the first and third Mondays of the month at 7 PM, to be held among the three school buildings and the SU building as needed. Jim McAuliffe seconded and the motion carried.
Establish Specific Media to be used to Announce School Board Functions and Activities (enclosed): Joe Brissette moved to use the existing list of media to announce School Board functions and activities, with the addition of The Outlook. Jim McAuliffe seconded and the motion carried.
Committee Assignments (Previous Assignments Enclosed):
Finance/Budget Committee: All Board Members.
Teacher Negotiations: Tim Doherty moved to assign Jim McAuliffe and Joe Brissette; Rick Kane seconded and the motion carried.
Support Staff Negotiations: Joe Brissette moved to assign Jim McAuliffe and Mike Empey; Rick Kane seconded and the motion carried.
Sign Warrants: Tim Doherty moved to assign Rick Kane and Joe Brissette; Jim McAuliffe seconded and the motion carried.
Executive Committee: Jim McAuliffe moved to assign Mike Empey; Tim Doherty seconded and the motion carried.
Hadley Field: Joe Brissette moved to assign Mike Empey; Jim McAuliffe seconded and the motion carried.
Policy Committee: Jim McAuliffe moved to assign Joe Brissette, Rick Kane and Jim McAuliffe; Joe Brissette seconded and the motion carried.
Action Planning Committee: Jim McAuliffe moved to table this committee assignment for a future meeting; Tim Doherty seconded and the motion carried.
Article 6 Study Committee: Jim McAuliffe moved to adopt the proposed new committee name: Bellows Falls Middle School Renovation Committee; Tim Doherty seconded and the motion carried. Tim Doherty moved to assign Joe Brissette, Jim McAuliffe, Rick Kane and Tim Doherty; Jim McAuliffe seconded and the motion carried.
Special Education Cost Containment Committee: Jim McAuliffe moved to maintain this as a committee of the whole; Tim Doherty seconded and the motion carried.
Transportation Committee: Joe Brissette moved that the Transportation Committee be made up of Mac Jones; Kevin/Gloria Vancour; Wade Masure; Timothy Doherty, Chair; Mike Empey (copy to Johanna Harpster and Chris Kibbe); Jim McAuliffe seconded and the motion carried.
PTO Representatives: Jim McAuliffe moved to assign Joe Brissette, CES; Rick Kane, BFMS; Tim Doherty, SRES. Joe Brissette seconded and the motion carried.
Adjustments to the Agenda: None.
Review and Approve Minutes of February 16, 2010: Joe moved to approve the Minutes of February 16, 2010 as printed; Tim seconded and the motion carried.
Visitors: None.
Communications: None.
Other Business:
Town Meeting Follow-Up Discussion: Mike thanked Charlie Jarras for his service on the Board.
Tim thanked Jim McAuliffe for his preparation and presentation of the budget and Article 6 Study Committee recommendations. Jim’s one-page budget summary was really helpful.
On a future agenda the Board will discuss reimbursement to teachers for advanced training and courses they may decide to take.
Joe thanked Mike Empey for the great job he did with voters’ questions at Town Meeting.
Directors’ Comments: Mike welcomed Rick to the Board.
Rick asked what information he is allowed to access, i.e., teachers’ education and background. He will talk with Admin and receive a School Board Handbook and Policy Handbook. Mike informed Rick that Board policies and previous Minutes are available on line.
Mike would like to have a directory of teachers with pictures, and a short summary of their education and qualifications.
Tim welcomed Rick to the Board. He said this Board has jelled and has become very positive.
Joe welcomed Rick and invited Rick to call him.
Jim would like to add a review of the Board’s goals to a future meeting agenda.
Tim asked for an executive session at the WNESU organizational meeting.
Joe would like to have a retreat this year.
Set Date and Location of Next Meeting: Tim moved to hold the next regular meeting on Monday, March 15, 2010 at Bellows Falls Middle School. Joe seconded and the motion carried.
Adjournment: Joe moved to adjourn at 8:10 PM; Jim seconded and the motion carried.
